ABSTRACT
The rapid growth of construction projects in Indonesia has significantly increased occupational safety and health risks, particularly in high-rise building construction. This study aims to identify, assess, and control occupational risks in reinforced concrete column work using the Hazard Identification, Risk Assessment, and Determining Control (HIRADC) method at the Jambooland Hotel Construction Project in Jember. Data were collected through field observations, interviews, and questionnaires involving 15 purposively selected respondents: a project manager, a quality control officer, a supervisor, a surveyor, a bar foreman, a formwork foreman, a logistics officer, and field workers. Risk assessment was conducted using likelihood and consequence parameters in accordance with established risk management standards (AS/NZS 4360:2006). The results indicate that before risk control, 33% of activities were categorized as extreme risk, 40% as high risk, 20% as moderate risk, and 7% as low risk. After implementing control measures, extreme risk was eliminated (0%), high risk decreased to 33% (5 aspects), moderate risk increased to 40% (6 aspects), and low risk increased to 27% (4 aspects). These findings demonstrate that HIRADC is effective in reducing occupational risks. The novelty of this study lies in the sub-activity level disaggregation of reinforced concrete column work into 15 discrete operational aspects, enabling granular risk profiling that project-level assessments cannot provide. The study highlights the importance of engineering controls, administrative measures, and personal protective equipment in improving construction safety performance.
